Municipal charter

A legal instrument that establishes a municipality as a corporate entity and defines its government, powers, and territorial boundaries.

Municipality: A territorial unit of local government with authority over a defined community. The charter creates this local governing entity and specifies its jurisdiction.
Municipal government: The governing institutions and officials responsible for administering a municipality. The charter establishes the municipal government’s basic structure.
Municipal incorporation: The legal process by which a settlement becomes an incorporated municipality. A charter commonly records or accompanies the municipality’s formal creation.
Home-rule municipality: A municipality authorized to govern local affairs under powers granted by state law or constitution. Its autonomy differs from a municipality whose charter is tightly prescribed by state law.
Municipal corporation: A local government recognized by law as a corporate body with public powers and responsibilities. Charters establish municipalities as corporate bodies able to act in law.
Mayor–council government: A municipal structure with an elected mayor and council sharing legislative and executive responsibilities. Some charters assign municipal powers through this familiar institutional arrangement.
Legislative charter: A charter enacted by a legislature to establish or govern a specific municipal corporation. Legislatures have historically created municipalities through individually granted charters.
Charter city: A city whose governing structure and powers are set by a locally adopted charter under state law. This is a prominent form of municipal government organized around a local charter.
Local government: Public administration exercised by authorities serving a subnational area. A charter defines the structure through which local government operates.
Council–manager government: A municipal system in which an elected council sets policy and appoints a professional manager to administer it. A charter may separate elected policymaking from professional administration this way.
