Mutual Defense Pact of the Southeastern Provinces

A 1900 understanding in which Qing officials in southeastern China pledged to preserve order and protect foreign lives and property during the Boxer Uprising.

Boxer Uprising: An anti-foreign, anti-Christian uprising in China from 1899 to 1901, suppressed by an international coalition. The uprising created the immediate threat to foreign residents that the pact addressed.
Liu Kunyi: A Qing official who served as governor-general of Liangjiang during the Boxer Uprising. He was one of the senior southeastern officials associated with the pact.
Liangjiang: A Qing administrative region governed by a governor-general and centered on Jiangsu, Anhui, and Jiangxi. Liu Kunyi’s jurisdiction gave the arrangement authority across a key southeastern region.
Southeast China: The coastal and inland southeastern region of China, including major provinces along the lower Yangtze and southern coast. The pact’s practical effects were concentrated in this region.
Empress Dowager Cixi: The Qing ruler who exercised supreme authority during the late nineteenth and early twentieth centuries. Her court’s crisis decisions prompted southeastern officials to act independently.
Zhang Zhidong: A Qing statesman and reform advocate who governed Huguang during the late nineteenth century. He helped coordinate southeastern resistance to the court’s declaration of war.
Huguang: A Qing administrative region encompassing Hubei and Hunan under a governor-general. Zhang Zhidong’s control of Huguang connected the pact to inland southeastern administration.
Boxer Protocol: The 1901 settlement imposed on the Qing dynasty after the Boxer Uprising and foreign intervention. The pact preceded the settlement that ended the crisis and imposed extensive penalties.
Qing dynasty: China’s last imperial dynasty, which ruled from 1644 until 1912. The pact was an arrangement among officials serving this dynasty.
Li Hongzhang: A Qing statesman and military leader who served as governor-general of Guangdong and Guangxi. He was among the prominent officials involved in southeastern cooperation.
