Nile Basin Initiative

The Nile Basin Initiative is a partnership of Nile Basin countries established in 1999 to promote cooperation over shared water resources and support joint development.

Nile Council of Ministers: The Nile Basin Initiative’s highest policy and decision-making body, comprising ministers responsible for water affairs in member states. It provides the political direction and oversight for the Initiative.
Nile 2002 Conference: A regional conference in 2002 that brought together Nile Basin stakeholders to discuss cooperation and development. It reflected the Initiative’s early effort to broaden basin-wide dialogue.
Yoweri Museveni: Ugandan politician who has served as president of Uganda since 1986. Uganda hosted the Initiative’s secretariat and played a prominent role in its regional diplomacy.
Nile Waters Agreement of 1929: An exchange of notes between Britain and Egypt that addressed use of Nile waters and Egypt’s interests in the river. It predates the Initiative and reflects a colonial-era approach to Nile water rights.
Nile Equatorial Lakes Subsidiary Action Program: A Nile Basin Initiative program supporting cooperative development projects in the basin’s equatorial lakes region. It translated regional cooperation into coordinated sub-basin projects.
Nile Technical Advisory Committee: A technical body that advises the Nile Council of Ministers and coordinates cooperation among member states’ water officials. It connects ministerial decisions with technical coordination across the basin.
Technical Cooperation Committee for the Promotion of the Development and Environmental Protection of the Nile Basin: A transitional regional body established in 1993 to promote technical cooperation among Nile Basin countries. TECCONILE preceded the Initiative and helped prepare its cooperative framework.
Meles Zenawi: Ethiopian politician who served as prime minister from 1995 until his death in 2012. Ethiopia’s Nile policy and dam development became central to basin negotiations during his tenure.
Grand Ethiopian Renaissance Dam: A large hydroelectric dam built by Ethiopia on the Blue Nile near the Sudanese border. Its filling and operation became a major test of the Initiative’s ability to foster agreement.
Eastern Nile Subsidiary Action Program: A Nile Basin Initiative program supporting joint planning and investment among Eastern Nile countries. It developed shared studies and projects in a strategically contentious sub-basin.
