Northern Ireland Executive

Northern Ireland’s devolved government, formed through power-sharing and led jointly by a First Minister and deputy First Minister.

First Minister and deputy First Minister: The joint heads of the Northern Ireland Executive, elected by the Assembly under power-sharing rules. They lead the Executive together, with equal status despite their different titles.
Good Friday Agreement: The 1998 agreement that established a framework for peace and devolved power-sharing in Northern Ireland. It set out the political principles behind the Executive’s institutions.
Northern Ireland devolution: The transfer of specified governing powers from the UK Parliament to Northern Ireland’s institutions. The Executive exercises the devolved powers assigned to Northern Ireland.
Northern Ireland Direct Rule: Governance of Northern Ireland by the UK government during periods when devolved institutions are suspended. It replaces local ministerial decision-making when the Executive is not operating.
Northern Ireland Assembly: The devolved legislature of Northern Ireland, which makes laws and scrutinizes the Executive. Assembly election results determine how ministerial offices are allocated.
Northern Ireland Act 1998: A UK statute that established the legal framework for devolution and the Northern Ireland institutions. It gave domestic legal form to the new devolved arrangements.
Northern Ireland Protocol: The post-Brexit arrangements governing trade and related rules between Northern Ireland, Great Britain, and the European Union. Disputes over these arrangements contributed to the Executive’s 2022 collapse and 2024 restoration.
Consociationalism: A model of democracy that shares power among political elites representing distinct social groups. The Executive is a prominent example of power-sharing designed around communal divisions.
D'Hondt method: A highest-averages formula that allocates seats or offices among parties using successive divisors. It allocates most Executive ministries among eligible Assembly parties.
St Andrews Agreement: The 2006 agreement that revised aspects of Northern Ireland’s power-sharing arrangements and enabled devolution to resume. Its changes shaped how the Executive was formed after the 2007 restoration.
