Northern Ireland Protocol

A Brexit arrangement that kept Northern Ireland aligned with some EU rules, especially for goods, to avoid a hard border on the island of Ireland while placing checks on some goods moving from Great Britain.

Windsor Framework: The 2023 agreement that amended how the Northern Ireland Protocol operated and replaced it with revised arrangements. It revised the Protocol’s trade rules, including procedures for goods moving from Great Britain to Northern Ireland.
Brexit: The United Kingdom’s withdrawal from the European Union, completed in 2020. Withdrawal made a new customs and regulatory relationship necessary while the Irish border remained politically sensitive.
Northern Ireland Executive: The power-sharing devolved government responsible for executive functions in Northern Ireland. Disputes over the Protocol contributed to a prolonged suspension of devolved government from 2022 to 2024.
Backstop (Brexit): A proposed Brexit insurance mechanism that would have kept the United Kingdom in a customs arrangement to avoid a hard Irish border. The backstop was the earlier solution the Protocol replaced when the withdrawal agreement was revised.
European Union single market: The EU system enabling the free movement of goods, services, capital, and people among member states. Northern Ireland followed selected goods rules to preserve frictionless trade across the Irish land border.
Good Friday Agreement: The 1998 agreement that established a framework for peace and devolved government in Northern Ireland. Its peace settlement and cross-border institutions shaped the commitment to avoid a hard land border.
Democratic Unionist Party: A unionist political party in Northern Ireland that supports Northern Ireland remaining in the United Kingdom. The party opposed the Protocol’s checks and withdrew from power-sharing over its operation.
Hard border: An international boundary with routine physical infrastructure and controls on cross-border movement. The Protocol was designed to avoid this outcome on the island of Ireland.
EU customs union: An arrangement in which members remove internal customs duties and apply a common external tariff. The Protocol applied EU customs rules in Northern Ireland, creating checks on some Great Britain–Northern Ireland trade.
United Kingdom–European Union Trade and Cooperation Agreement: The treaty governing much of the post-Brexit relationship between the United Kingdom and the European Union. Its separate trade framework made checks necessary where UK and EU goods rules diverged.
