Official development assistance

Official development assistance (ODA) is government aid reported under criteria set by the Organisation for Economic Co-operation and Development. It supports economic development and welfare in eligible countries.

Development Assistance Committee: The OECD committee that sets standards for development cooperation and collects donor aid statistics. Its members agree on the definitions and reporting rules used to classify ODA.
Marshall Plan: A United States program that financed European recovery after the Second World War, beginning in 1948. Its large-scale public transfers helped shape the postwar model of organized international assistance.
0.7% aid target: The international commitment for developed countries to provide official development assistance equal to 0.7% of gross national income. ODA statistics make it possible to assess donor performance against this longstanding target.
Other official flows: Official-sector transactions with developing countries that do not meet the criteria for ODA. They are public transfers but fall outside ODA’s development-purpose or concessionality rules.
Climate finance: Funding intended to support climate-change mitigation, adaptation, or resilience. Debates arise when donors count climate spending toward ODA commitments.
ODA grant equivalent: A measure of aid effort that values concessional loans by their grant element rather than their full face value. It changes how eligible loans contribute to reported ODA totals.
Organisation for European Economic Co-operation: An intergovernmental organization established in 1948 to administer European recovery cooperation. It preceded the OECD, where donor coordination and aid statistics later developed.
Aid effectiveness: The extent to which development assistance achieves its intended results and supports recipient priorities. Reported ODA volume does not by itself show whether assistance improves outcomes.
Official support for sustainable development: A broader statistical measure of official support for sustainable development, including flows beyond ODA. It was designed to capture public financing that ODA excludes, especially non-concessional flows.
Private sector instruments: Public financial tools, such as guarantees or equity, used to mobilize private investment for development. Their treatment in ODA accounting raises questions about public effort and private returns.
