One Unit Scheme

The One Unit Scheme was a 1955 Pakistani policy that merged the provinces and princely states of West Pakistan into one administrative unit. It lasted until West Pakistan was dissolved into provinces in 1970.

Government of India Act 1935: A British statute that established provincial autonomy and a federal framework for British India. Its provincial framework shaped the administrative divisions the scheme later replaced.
Federation of Pakistan: The federal state comprising Pakistan’s national government and its constituent territories. One Unit reorganized one of the federation’s two major territorial wings.
Aminuddin Commission: A commission appointed in 1969 to examine arrangements for restoring provinces in West Pakistan. Its work formed part of the process that prepared the end of One Unit.
Parity principle: A political rule assigning equal representation to groups despite differences in population size. One Unit made the western wing count as one counterpart to more populous East Pakistan.
Partition of India: The 1947 division of British India into the independent states of India and Pakistan. Partition left Pakistan with separated eastern and western wings whose political balance became a central concern.
West Pakistan: The western wing of Pakistan from 1947 to 1970, comprising territories that became present-day Pakistan’s provinces and regions. The scheme consolidated this territory into a single province.
Yahya Khan: A Pakistani general who ruled as president from 1969 to 1971. His 1970 legal framework order dissolved West Pakistan and ended the scheme.
Two-unit scheme: A proposed arrangement dividing Pakistan into two constituent units, East and West, for federal representation. It captures the east–west structure created by One Unit, rather than the separate western provinces it replaced.
Constitution of Pakistan 1956: Pakistan’s first constitution, establishing a federal republic and defining its institutions and territorial structure. It formalized the two-wing arrangement built around One Unit.
East Pakistan: The eastern wing of Pakistan from 1947 to 1971, corresponding largely to present-day Bangladesh. It was the counterpart to West Pakistan in the parity arrangement One Unit was meant to support.
