Paasikivi–Kekkonen doctrine

Finland’s Cold War foreign-policy doctrine sought to preserve independence and neutrality through workable relations with the Soviet Union. It combined military non-alignment with careful accommodation of Soviet security concerns.

Treaty of Friendship, Cooperation and Mutual Assistance: A 1948 Finnish-Soviet treaty requiring consultation and cooperation against threats to either country, especially through Finnish territory. It formalized security cooperation that Finland balanced against its independence.
Juho Kusti Paasikivi: Finnish statesman who served as president from 1946 to 1956 and pursued accommodation with the Soviet Union. His postwar policy supplied the doctrine’s first half and guiding logic.
NATO: A military alliance founded in 1949 by North American and European states for collective defense. Finland remained outside NATO rather than anchor its security in a Western alliance.
Finnishization: A term for the restraint a weaker country exercises toward a stronger neighbor to preserve its autonomy. The doctrine prompted debate over whether accommodation protected or compromised Finnish freedom.
Finlandization: A political condition in which a smaller state limits some foreign-policy choices to avoid antagonizing a powerful neighbor. The doctrine’s accommodations became a model—and a criticism—of constrained sovereignty.
Urho Kekkonen: Finnish president from 1956 to 1982 who maintained close political relations with the Soviet Union. He extended and personalized Paasikivi’s approach during decades in office.
Warsaw Pact: A Soviet-led military alliance of Eastern European states established in 1955 and dissolved in 1991. Finland avoided joining the Soviet bloc’s formal military structure.
Finland–European Economic Community relations: Finland’s economic and diplomatic ties with the European Economic Community before joining the European Union. These ties show how Finland widened Western connections without abandoning neutrality.
Finnish neutrality: Finland’s Cold War policy of staying outside military alliances while maintaining relations with both blocs. Neutrality was the doctrine’s declared international posture.
Moscow Armistice: The 1944 armistice that ended Finland’s Continuation War against the Soviet Union and imposed territorial and military terms. Its terms framed Finland’s postwar security constraints.
