Pandemic preparedness is the plans, systems, and capabilities used to detect, prevent, and respond to infectious disease outbreaks that spread across countries or continents.

Public health surveillance: The ongoing collection and analysis of health data to guide public health action. Surveillance can reveal unusual disease patterns before an outbreak is widely recognized.
Epidemiology: The study of the distribution and determinants of health conditions in populations. Its methods estimate outbreak size, spread, and risk factors.
