Panglong Agreement

The Panglong Agreement was a 1947 accord between Aung San and representatives of frontier peoples, pledging cooperation toward an independent Burma and promising autonomy in internal administration.

Aung San: A Burmese independence leader who negotiated the Panglong Agreement shortly before his assassination in 1947. He secured the agreement as Burma’s independence movement’s principal negotiator.
Autonomy: The capacity of a community or region to govern some of its own affairs within a larger political system. The agreement promised frontier peoples autonomy in internal administration.
Shan States: A group of principalities in eastern Burma, many of which entered the 1947 union negotiations through local representatives. Shan leaders participated in Panglong and represented a major frontier constituency.
Myanmar civil war: The prolonged armed conflict between Myanmar’s central state and multiple ethnic and political armed organizations, beginning after independence. Unresolved disputes over union terms and autonomy fed conflicts that began soon after independence.
Panglong Conference: A February 1947 meeting in Panglong where Aung San and frontier representatives negotiated political cooperation. The conference produced the commitments later known as the agreement.
Federalism: A system dividing governing authority between a central government and constituent units. Its autonomy pledge became a touchstone in arguments over Burma’s federal structure.
Kachin people: An Indigenous people of northern Myanmar, with communities across the Kachin Hills and neighboring regions. Kachin representatives joined the negotiations and signed the agreement.
Ethnic conflict in Myanmar: Political and armed disputes involving Myanmar’s state and ethnic communities over power, territory, identity, and self-government. Panglong’s promises became a recurring standard against which state relations with ethnic communities were judged.
British Burma: The colonial territory administered by Britain in Burma before independence in 1948. The agreement addressed how frontier areas would relate to the departing colonial administration and emerging state.
Secession: The formal withdrawal of a territory or political unit from a state. The agreement’s reference to a right to secede after ten years remains a disputed interpretation.
