Papal diplomacy

Papal diplomacy is political negotiation between the papacy and secular rulers through envoys, agreements, and ecclesiastical privileges.

Apostolic nuncio: A diplomatic representative of the Holy See, usually accredited to a state or international organization. Nuncios are the papacy’s resident envoys for maintaining relations and conducting negotiations.
Pope Gregory VII: The pope from 1073 to 1085 who pursued church reform and asserted papal authority over secular rulers. His clashes with rulers helped define the papacy’s negotiating claims.
Lateran Treaty: The 1929 agreements that recognized Vatican City and settled the Roman Question between Italy and the Holy See. It illustrates diplomacy establishing the papacy’s territorial independence.
State diplomacy: Diplomatic relations conducted by sovereign states through official representatives and institutions. The Holy See conducts diplomacy without being an ordinary territorial state.

Dictatus papae: A collection of propositions about papal authority entered in a register of Pope Gregory VII in 1075. Its claims illuminate the authority that Gregory’s diplomacy sought to establish.
Ostpolitik: The policy of engagement with communist governments pursued by the Holy See, especially under Pope Paul VI. It shows negotiation being used to improve conditions for Catholics under communist rule.
Secularism: The principle that government and public institutions should be independent of religious authority. Secular arrangements set limits on the church-state influence papal diplomacy can seek.
Pope Leo XIII: The pope from 1878 to 1903 who pursued renewed diplomatic relations and addressed modern political questions. His diplomacy helped restore the papacy’s international engagement after Italian unification.
