Paris Club

The Paris Club is an informal group of creditor governments that coordinates negotiations to restructure sovereign debts owed to its members.

Debt restructuring: The alteration of a debtor’s repayment terms to make obligations more manageable. Paris Club negotiations change repayment schedules or reduce debts owed to member governments.
Argentina: A country in South America with a long history of sovereign borrowing and debt crises. Argentina’s 1956 debt talks with creditor governments are commonly treated as the Club’s founding meeting.
Secretariat of the Paris Club: The French Treasury team that organizes Paris Club meetings and supports creditor coordination. It provides the continuing administrative work for a group without a formal treaty or permanent organization.
Debt relief: A reduction, cancellation, or easing of a borrower’s debt obligations. Paris Club agreements can reduce principal, defer payments, or otherwise ease official bilateral obligations.
Private creditor: A non-governmental lender or investor holding a claim against a borrower. Private creditors are not Paris Club members and generally negotiate through separate processes.
Comparability of treatment: A principle requiring a debtor to seek comparable debt relief from different creditor groups. The Club uses this principle to prevent its relief from favoring other creditors.
Pierre Mendès France: A French politician who served as prime minister from 1954 to 1955. His government hosted the 1956 negotiations that gave the Paris Club its name and precedent.
French Treasury: France’s government department responsible for economic and financial policy. It hosts the Secretariat and chairs Paris Club meetings.
Heavily Indebted Poor Countries Initiative: A program launched by the IMF and World Bank to reduce unsustainable debt burdens in eligible poor countries. Paris Club members have provided debt relief within this multilateral initiative.
Multilateral development bank: An international institution that lends to countries to support development and economic stability. These institutions hold multilateral claims, which are generally treated separately from Paris Club bilateral debt.
