Poll tax

The Community Charge was a flat-rate local-government tax introduced in Scotland in 1989 and in England and Wales in 1990, replacing domestic rates.

Community Charge: A flat-rate local tax introduced in Great Britain under the Local Government Finance Act 1988. This was the tax’s official name in legislation and government use.
