Puntland

Puntland is a self-governing federal member state in northeastern Somalia, established in 1998. It has its own regional government and institutions while remaining part of Somalia.

Somali Civil War: A conflict that began in Somalia in 1991 after the collapse of the central government and developed into multiple armed struggles. The collapse of national authority created the conditions for Puntland’s regional political settlement.
Federalism in Somalia: Somalia’s system divides governing authority between the federal government and member states. Puntland is one of the member states whose powers and disputes shape the system.
Somaliland: A self-declared independent republic in northwestern Somalia that has operated separately since 1991 but lacks broad international recognition. Unlike Puntland, Somaliland claims independence rather than federal membership in Somalia.

Provisional Constitution of Somalia: Somalia’s 2012 interim constitution, which established a federal system and outlined national and regional institutions. It gave constitutional form to the federal arrangement Puntland had advocated.
Garowe: A city in northeastern Somalia and the capital of Puntland. Garowe hosted the 1998 conference that established Puntland’s administration.
President of Puntland: The elected head of Puntland’s regional executive government. Presidential elections and transfers of power are central to the region’s political institutions.
