Pyotr Stolypin

Pyotr Stolypin was a Russian statesman who served as prime minister from 1906 to 1911. He promoted land reforms and used coercive measures to suppress revolutionary opposition.

Stolypin land reform: A program that encouraged peasants to leave communal landholding and establish private farms. This was Stolypin’s central effort to create a more prosperous, politically conservative peasantry.
Article 87 of the Fundamental Laws: A provision allowing the tsar to issue temporary laws when the Duma was not in session. Stolypin used this authority to enact measures when parliament could not be convened.
