Ritsuryō

Ritsuryō was an ancient Japanese system of government organized around criminal law codes (ritsu) and administrative codes (ryō). It shaped imperial institutions, provincial administration, taxation, and social status.

Taihō Code: A Japanese legal code promulgated in 701 that established central institutions and administrative rules. It gave the ritsuryō system a foundational, detailed code.
Taika Reform: A series of political reforms initiated in Japan in 645 that strengthened imperial authority and promoted centralized administration. Its centralizing ambitions preceded formal ritsuryō codes.
Japanese imperial court: The political and ceremonial institutions surrounding Japan’s emperor and central government. Ritsuryō concentrated formal authority around the imperial court.
Tang dynasty legal system: The legal and administrative order of Tang China, organized through codes and imperial institutions. It was the principal continental model, but Japanese rules reflected local conditions.
Yōrō Code: An eighth-century Japanese legal code promulgated in 757, revising and supplementing the Taihō Code. Its surviving text offers the clearest account of ritsuryō law.
Sui dynasty: A Chinese dynasty that unified China from 581 to 618 and introduced institutions later adapted across East Asia. Sui institutions formed part of the continental model Japan studied.
Shōen: A privately controlled estate in premodern Japan, often exempt from ordinary provincial taxation and administration. The growth of estates weakened the public land and tax order.
Engishiki: A tenth-century compilation of regulations and procedures for Japan’s central government and court rituals. It records later administrative practice beyond the core ritsuryō codes.
Dajō-kan: Japan’s central governing council under the ritsuryō state, led by senior court officials. It coordinated government under the administrative codes.
Tang dynasty: A Chinese dynasty that ruled from 618 to 907 and developed influential legal and administrative institutions. Tang law and administration strongly informed Japanese code-making.
