Robert Schuman

Robert Schuman (1886–1963) was a French statesman who helped launch European integration through the 1950 proposal for a European Coal and Steel Community. He served as France’s prime minister and foreign minister.

Schuman Declaration: The 9 May 1950 proposal to place French and German coal and steel production under a shared authority. Schuman announced this proposal, which became the founding statement of European integration.
Jean Monnet: A French political economist and diplomat who helped design the plan for European coal and steel cooperation. Monnet drafted the proposal Schuman presented to the French government and public.
Charles de Gaulle: A French military leader and president who advocated national sovereignty and resisted some forms of European supranational authority. De Gaulle’s approach to Europe contrasted with Schuman’s support for shared institutions.
Lorraine: A historical region in northeastern France, repeatedly contested between France and Germany. Schuman was born in Lorraine, a region whose shifting borders shaped his cross-border identity.
European Defence Community: A proposed 1950s organization for integrating the armed forces of six European countries; it was never ratified. Unlike Schuman’s coal-and-steel plan, this effort to integrate defense failed in the French parliament.
European Coal and Steel Community: A 1952 organization that placed the coal and steel industries of six European countries under a common authority. It was the first institution created from Schuman’s proposal.
High Authority of the European Coal and Steel Community: The independent executive body that administered the European Coal and Steel Community. A supranational High Authority gave the shared coal-and-steel arrangement its governing mechanism.
Konrad Adenauer: The first chancellor of West Germany, who supported postwar cooperation with France and European integration. Adenauer backed Schuman’s proposal as a route to West Germany’s rehabilitation and cooperation.
Luxembourg: A small European country bordering France, Germany, and Belgium. Schuman was born in Luxembourg to a family with roots in the borderlands.
Council of Europe: An international organization founded in 1949 to promote human rights, democracy, and the rule of law in Europe. It pursued intergovernmental cooperation rather than the sectoral supranational authority Schuman proposed.
