Room for the River

A Dutch flood-management program that reduces flood risk by giving rivers more space, including through lowered floodplains, relocated dikes, and bypass channels.

Floodplain: Low-lying land beside a river that is inundated when the river overflows its channel. Lowering floodplains creates more space for high water to spread safely.
North Sea flood of 1953: A catastrophic storm-surge flood that struck the Netherlands and neighboring countries on 1 February 1953. The disaster established the importance of strong Dutch flood protection before the program's later river-focused shift.
Nijmegen: A city in the eastern Netherlands at the confluence of the Waal and the Meuse–Waal Canal. The city gained a new river island and channel as its flood defenses were reconfigured.
Integrated water resources management: A coordinated approach to managing water, land, and related resources across sectors and administrative boundaries. The program coordinated flood safety with land use, nature, and regional development.
Dike relocation: The movement of a flood embankment farther from a river to widen its floodplain. Moving dikes inland was one way the program widened river corridors.
1993 Meuse floods: Severe flooding along the Meuse River in the Netherlands and Belgium in December 1993. The floods exposed the vulnerability of river towns and intensified calls for stronger protection.

Spatial planning in the Netherlands: The system of national, regional, and local policies that guides land use and development in the Netherlands. River corridors became a planning concern beyond the boundaries of traditional flood infrastructure.
Side channel: A secondary channel that branches from a river and carries water alongside its main course. New side channels increased the route available for river water during high flows.
1995 Rhine and Meuse floods: High river levels in the Rhine and Meuse in 1995 prompted the evacuation of about 250,000 people in the Netherlands. The near-disaster helped spur a shift from raising dikes toward giving rivers more room.
