Seikanron

Seikanron was the 1873 Japanese political debate over sending an expedition to Korea. It exposed a split in the Meiji leadership over foreign policy, military readiness, and domestic reform.

Meiji Restoration: The political transformation beginning in 1868 that restored imperial rule and established a centralized Japanese state. The new government’s authority and foreign policy were still taking shape when the Korea dispute erupted.
Saigō Takamori: A Japanese samurai and Meiji leader who became a central figure in the proposed mission to Korea. He offered to go to Korea himself, a proposal central to the debate over whether diplomacy should precede force.
Meiji modernization: The rapid political, economic, military, and social transformation of Japan under Meiji rule. Its advocates saw modernization at home as a prerequisite for confronting Korea or Western powers.
Meiji oligarchy: The small group of leaders who dominated Japan’s government during the early Meiji period. The dispute exposed fractures within this ruling group and prompted several prominent resignations.

Ōkubo Toshimichi: A Japanese statesman who helped build the centralized Meiji government and opposed an immediate Korean expedition. He argued that domestic reforms and military preparation had to come before a foreign war.

Treaty of Ganghwa: The 1876 treaty that opened Korea to Japanese trade and established unequal diplomatic terms. The settlement that followed Seikanron replaced the proposed expedition with pressure for a treaty.
Itō Hirobumi: A Japanese statesman who became a leading architect of the Meiji constitution and modern government. He joined the leadership opposing immediate intervention while Japan consolidated its institutions.
