Shen Buhai

Shen Buhai was a Chinese statesman and philosopher of the Warring States period, associated with the Legalist tradition and the administrative technique called shu, or methods of administration.

Shu (statecraft): Shu is the administrative technique of governing through methods, procedures, and control of officials. Shen Buhai is especially associated with shu as a method for managing ministers.
Zheng (state): Zheng was a Chinese state in the Central Plains during the Spring and Autumn and Warring States periods. Shen Buhai was born in Zheng before serving the state of Han.
Shang Yang: Shang Yang was a reformer of the state of Qin whose policies emphasized law, agriculture, and military organization. Han Fei contrasted Shen Buhai’s methods for officials with Shang Yang’s emphasis on laws.
Shu (Chinese political philosophy): Shu is the use of administrative methods to direct officials and evaluate their performance in Chinese political thought. This later formulation carries the technique most closely linked with Shen Buhai.
Fa (law): Fa denotes standards, laws, and administrative rules used to govern and assess conduct. Fa complements Shen Buhai’s methods by supplying public standards for official conduct.
Han (state): Han was one of the seven major states competing for supremacy during the Warring States period. Shen Buhai served as chancellor of Han and helped strengthen its administration.
Confucianism: Confucianism is a Chinese ethical and political tradition centered on moral cultivation, ritual, and social relationships. Its stress on virtuous conduct differs from Shen Buhai’s reliance on administrative methods.
Chinese bureaucracy: Chinese bureaucracy is the system of appointed officials through which successive Chinese states administered territory and policy. Shen Buhai’s concern with controlling ministers anticipates enduring problems of bureaucratic government.
Ming-shi: Ming-shi is the matching of an official’s stated duties or claims with actual performance. This principle captures how Shen Buhai’s methods could hold officials to their assigned responsibilities.
Han Fei: Han Fei was a Warring States philosopher whose writings became a major source for Legalist political thought. Han Fei later discussed Shen Buhai’s methods and compared them with Shang Yang’s laws.
