Sinatra Doctrine

A Soviet policy announced in 1989 that allowed Warsaw Pact countries to choose their own political paths. It marked the end of Moscow’s enforcement of communist rule across the bloc.

Mikhail Gorbachev: The Soviet leader from 1985 to 1991 who introduced reforms and reduced Soviet intervention abroad. He articulated the policy of non-intervention that the doctrine represented.
Warsaw Pact: A military alliance led by the Soviet Union and composed of communist states in Central and Eastern Europe. The doctrine changed how Moscow treated the alliance’s member governments.
Polish Round Table Agreement: The 1989 agreement between Poland’s communist government and opposition that paved the way for partially free elections. It showed that negotiated political change could proceed without Soviet suppression.
Frank Sinatra: An American singer and actor known for songs including “My Way.” The doctrine’s nickname alluded to his song “My Way,” capturing its promise of national choice.
Brezhnev Doctrine: A Soviet policy asserting the right to intervene when socialism was threatened in another socialist state. The Sinatra Doctrine reversed this earlier justification for Soviet intervention.
Soviet Armed Forces: The military forces of the Soviet Union, including its army, navy, and air force. Their non-deployment removed the threat that had enforced bloc discipline.
Solidarity: A Polish trade union and social movement that challenged communist rule beginning in 1980. Its political breakthrough became possible when Moscow stopped enforcing communist rule.
Sovereignty: The authority of a state to govern itself without external control. The policy gave Warsaw Pact states greater freedom to exercise political sovereignty.
Perestroika: Mikhail Gorbachev’s program of restructuring the Soviet economy and political system. Domestic reform accompanied the foreign-policy retreat that made the doctrine possible.
Soviet non-intervention: The Soviet Union’s decision not to use force to determine the domestic politics of its allied states. This was the doctrine’s central operating principle.
