Stimson Doctrine

The 1932 U.S. policy of refusing to recognize territorial changes achieved by force, first applied to Japan’s seizure of Manchuria from China.

Henry L. Stimson: U.S. secretary of state from 1929 to 1933 who announced the policy of nonrecognition. As secretary of state, he sent the notes that made the doctrine U.S. policy.
Nonrecognition: A policy of withholding official acceptance from a state, government, or territorial change. The doctrine’s central instrument was refusing to treat Japan’s gains as lawful.
Hoare–Laval Pact: A 1935 proposal by British and French foreign ministers to settle the Italo-Ethiopian conflict by granting Italy territory. The proposed accommodation exposed how often diplomacy accepted territorial gains despite nonrecognition principles.
League of Nations: An intergovernmental organization founded after World War I to promote collective security and resolve disputes peacefully. The League investigated Manchuria, while the United States pursued its own nonrecognition policy.
Mukden Incident: A 1931 explosion near Mukden, staged by Japanese officers as a pretext for occupying Manchuria. The incident triggered the Japanese military advance that the doctrine addressed.
Stimson notes: Diplomatic communications of January 1932 stating that the United States would not recognize changes violating treaties or China’s sovereignty. These notes formally announced how Washington would apply the policy to Manchuria.
United States nonrecognition of Soviet annexations: U.S. policies withholding recognition from Soviet control over territories including the Baltic states. Later U.S. practice extended nonrecognition to territorial changes imposed by force.
League of Nations sanctions against Italy: Economic measures imposed by League members after Italy invaded Ethiopia in 1935. Sanctions went beyond diplomatic nonrecognition but still failed to stop territorial conquest.
Japanese invasion of Manchuria: Japan’s 1931–1932 military conquest of Manchuria and establishment of the puppet state Manchukuo. The conquest was the territorial change the United States refused to recognize.
Manchukuo: A Japanese-controlled state established in Manchuria in 1932, nominally headed by Puyi. The United States withheld recognition from the state created by Japan’s occupation.
