Sunshine Policy

South Korea’s engagement policy toward North Korea from 1998 to 2008, pursued under presidents Kim Dae-jung and Roh Moo-hyun. It combined dialogue and economic cooperation with efforts to reduce the risk of conflict.

Inter-Korean summits: High-level meetings between the leaders of North Korea and South Korea. The 2000 and 2007 summits gave the policy its most visible diplomatic channel.
Kim Dae-jung: South Korean politician and president from 1998 to 2003 who pursued engagement with North Korea. Kim introduced the policy and made reconciliation a central feature of his presidency.
Lee Myung-bak: South Korean president from 2008 to 2013 who adopted a more conditional approach to North Korea. His policy shift marked a clear departure from the Sunshine Policy’s emphasis on engagement.
June 15th North–South Joint Declaration: A 2000 agreement in which the leaders of North and South Korea outlined principles for reconciliation and cooperation. The declaration formalized the first inter-Korean summit’s political commitments.
Kaesong Industrial Region: A North Korean industrial zone where South Korean firms employed North Korean workers. The joint industrial project turned engagement into sustained economic cooperation.
Roh Moo-hyun: South Korean president from 2003 to 2008 who continued and adapted engagement with North Korea. Roh extended the approach, culminating in the 2007 inter-Korean summit.
North Korean sanctions: Restrictions imposed by states or international bodies to constrain North Korea’s trade, finance, or other activities. Sanctions represent coercive pressure rather than the policy’s primary reliance on cooperation.
October 4 Declaration: A 2007 inter-Korean agreement setting out plans for peace, economic cooperation, and improved relations. It recorded the policy’s most extensive bilateral commitments near its end.
Mount Kumgang Tourist Region: A North Korean resort area developed for South Korean visitors under inter-Korean agreements. Tourism created a direct, though tightly controlled, channel for cross-border exchange.
Korean division: The separation of the Korean Peninsula into North and South Korea after the Second World War. The division created the enduring conflict the policy sought to manage through engagement.
