Technocracy

Technocracy is a system of government or social organization in which technical experts hold decision-making power because of specialized knowledge. It gives expertise a central role in public authority.

Meritocracy: A system that allocates status or power according to demonstrated ability and achievement. Both justify unequal authority through competence, but meritocracy need not privilege technical expertise.
Democracy: A system of government in which political authority ultimately rests with the people. Technocracy shifts decision-making power toward experts rather than equal popular participation.
Howard Scott: An American engineer who led the Technical Alliance and helped launch the technocracy movement. He became the movement’s leading organizer and public advocate in the early twentieth century.
Independent central bank: A central bank whose monetary-policy decisions are insulated from direct government control. Central-bank independence delegates consequential economic choices to specialized officials.
Democratic deficit: A perceived lack of democratic accountability or representation in an institution or decision-making process. Delegating authority to specialists can make public choices seem distant from elected control.
Bureaucracy: A system of administration organized through offices, formal rules, and specialized roles. Technocratic decisions often depend on bureaucratic institutions to implement expert judgment.
Deliberative democracy: A form of democracy that grounds legitimate decisions in public reasoning and discussion. It treats informed public deliberation, rather than expert rule, as a source of authority.
Technocracy movement: A twentieth-century North American movement advocating the rule of technical experts and economic planning. It gave technocracy an organized political program during the Great Depression.
Expert commission: A temporary or standing body appointed to investigate an issue and advise or decide on policy. Commissions can transfer complex decisions to specialists while limiting direct electoral control.
Depoliticization: The framing or treatment of contested political choices as technical matters outside ordinary political debate. Technocratic language can present value judgments as neutral necessities rather than disputable choices.
