Ratification : A formal act by which a state confirms its consent to be bound by an agreement. Ratification commonly completes a state's consent to be bound by a treaty.
State : A political entity with a permanent population, territory, government, and capacity to enter relations with other states. States are the principal treaty-makers in the international system.
Paris Agreement : A 2015 climate treaty under which parties submit national plans to limit global warming. It coordinates national climate commitments through a shared treaty framework.
United Nations General Assembly resolution : A formal decision or recommendation adopted by the United Nations General Assembly. Most Assembly resolutions are not treaties and do not bind states as treaty obligations do.
