Trucial States

The Trucial States were coastal sheikhdoms on the southern Persian Gulf whose rulers made maritime truces with Britain and whose federation became the United Arab Emirates in 1971.

General Maritime Treaty of 1820: A treaty signed by Britain and Gulf rulers in 1820 that prohibited maritime raiding and set terms for British oversight. It began the treaty relationship from which the Trucial system developed.
British residency in the Persian Gulf: A British political and administrative presence that managed relations with Gulf rulers from the eighteenth to the twentieth century. Its officials negotiated treaties and monitored compliance with the maritime agreements.
Zayed bin Sultan Al Nahyan: The ruler of Abu Dhabi from 1966 to 2004 and the first president of the United Arab Emirates. He helped lead negotiations that brought the Trucial rulers toward federation.
United Arab Emirates: A federation of seven emirates established in 1971 on the southeastern coast of the Arabian Peninsula. Six Trucial States formed the federation in 1971; Ras al-Khaimah joined in 1972.
Perpetual Maritime Truce of 1853: An agreement between Britain and Gulf rulers that prohibited maritime warfare in perpetuity. It replaced recurring seasonal truces with a lasting maritime peace.
Exclusive Agreement of 1892: An agreement under which Trucial rulers pledged not to cede territory or conduct foreign relations without British consent. It extended British control from maritime affairs to the sheikhdoms’ external relations.
Rashid bin Saeed Al Maktoum: The ruler of Dubai from 1958 to 1990 and a founding vice president of the United Arab Emirates. His cooperation with Zayed advanced the federation project.
British withdrawal from the Persian Gulf: Britain’s decision to end its military role east of Suez, announced in 1968 and completed in 1971. The planned withdrawal accelerated negotiations over the Trucial States’ political future.
Piracy in the Persian Gulf: Maritime raiding in the Persian Gulf, especially during the eighteenth and nineteenth centuries. British campaigns against alleged piracy helped prompt the treaties with local rulers.
Trucial Oman Scouts: A British-organized military force established in 1951 to maintain security in the Trucial States and nearby areas. The force provided security under British influence shortly before the federation era.
