Truth commission

An official, temporary body that investigates past human-rights abuses or political violence and documents victims’ experiences, causes, and consequences.

Public hearing: A formal session in which evidence or testimony is presented before an audience. Public hearings let some commissions make victims’ testimony visible and place it on the public record.
South African Truth and Reconciliation Commission: A commission established in post-apartheid South Africa to investigate human-rights abuses under apartheid. Its hearings and conditional amnesty process became a widely studied model.
Criminal prosecution: A legal process in which the state charges individuals with crimes and seeks a judgment of guilt or innocence. Unlike a commission’s broad historical inquiry, prosecution determines individual criminal responsibility.
Transitional justice: The laws and institutions societies use to address large-scale abuses during transitions from conflict or authoritarian rule. Truth commissions are one mechanism within this broader set of responses.
Transitional justice and peacebuilding: The study and practice of addressing past abuses while building durable peace after conflict or authoritarian rule. The field debates whether truth commissions help prevent renewed violence and under what conditions.
Oral history: The collection and study of historical information through recorded interviews with people who experienced events. Interviews preserve experiences that official archives may omit.
National Commission on the Disappearance of Persons: Argentina’s 1983 commission that investigated forced disappearances during the country’s military dictatorship. Its report documented disappearances and helped establish an official record of state violence.
Lustration: The screening or removal of public officials associated with an authoritarian regime or serious abuses. Lustration targets access to public office rather than primarily documenting past events.
Collective memory: The shared ways a group remembers and interprets its past. A commission’s findings can reshape public narratives about violence and responsibility.
Historical truth: An account of the past grounded in evidence, while recognizing that interpretation and completeness remain contested. Commissions must decide how to present findings when testimony conflicts or evidence is incomplete.
