Uyghur Tribunal

An independent people’s tribunal established in London to examine allegations of abuses against Uyghurs and other groups in Xinjiang. It issued a judgment in 2021 but had no power to impose legal penalties.

People's tribunal: A non-governmental body that hears evidence and issues findings on alleged violations, without the authority of a state court. The Uyghur Tribunal used this model to conduct public hearings and issue a nonbinding judgment.
World Uyghur Congress: An international organization representing Uyghur groups and advocating for Uyghur rights. It asked Geoffrey Nice to consider establishing an independent tribunal.
Uyghur genocide allegations: Claims that Chinese state actions against Uyghurs in Xinjiang meet the legal definition of genocide. The tribunal assessed whether the evidence supported genocide, including through birth-prevention measures.
International Court of Justice: The United Nations’ principal judicial organ, which resolves legal disputes between states and gives advisory opinions. The tribunal’s findings were not judgments by this court and carried no equivalent legal authority.
Geoffrey Nice: A British barrister and judge who prosecuted Slobodan Milošević at the International Criminal Tribunal for the former Yugoslavia. He chaired the tribunal and directed its examination of the evidence.
Uyghur human rights movement: A transnational movement seeking protection of Uyghur rights and accountability for abuses in Xinjiang. The tribunal emerged from the movement’s search for an independent forum to examine allegations.
Xinjiang internment camps: Detention facilities in Xinjiang where Uyghurs and other Muslim minorities have been held, especially from 2017 onward. Former detainees’ accounts of these facilities featured in the tribunal’s hearings.
Universal jurisdiction: A principle allowing national courts to prosecute certain serious crimes regardless of where they occurred or the accused’s nationality. Unlike a people’s tribunal, national courts applying this principle can bring criminal cases.
Xinjiang Police Files: A collection of leaked Chinese government documents and photographs concerning detention facilities and security operations in Xinjiang. The tribunal considered the files as evidence about detention and state policy.
Xinjiang conflict: A long-running political and security conflict involving the Chinese state and communities in Xinjiang, especially Uyghurs. The tribunal examined allegations arising from this broader conflict and its security policies.
