War Powers Resolution

A 1973 federal law requiring the president to notify Congress after introducing U.S. forces into hostilities and limiting their deployment without congressional authorization.

War Powers Clause: The Constitution grants Congress the power to declare war and authorize military force. The resolution’s limits rest on Congress’s constitutional role in decisions about war.
Vietnam War: A prolonged conflict in Southeast Asia involving North Vietnam, South Vietnam, and the United States from the 1950s to 1975. U.S. escalation without a formal declaration of war helped prompt congressional action.

Jacob K. Javits: A Republican U.S. senator from New York who served from 1957 to 1981. Javits co-sponsored the Senate version and helped build bipartisan support.
Lebanon deployment, 1982–1984: The deployment of U.S. Marines to Lebanon as part of a multinational peacekeeping force from 1982 to 1984. The Reagan administration invoked the resolution and negotiated a time limit with Congress.
