Water rights

Water rights are legal and customary rules governing who may access, divert, store, or use water, under what conditions, and with what priority.

Prior appropriation: A water-allocation doctrine that gives priority to earlier beneficial uses, often summarized as “first in time, first in right.” It sets seniority among users where water is scarce.
Water allocation: The process of distributing available water among users, places, and purposes. Water rights provide the rules that guide this distribution.
Irrigation: The artificial application of water to land to support crop growth. Agriculture holds many water claims and often depends on reliable allocation.
Prior appropriation doctrine: A system that ranks water users by the date they first put water to beneficial use. Its priority rule contrasts with systems based on proximity to a watercourse.
Riparian water rights: A doctrine giving landowners whose property borders a watercourse rights to make reasonable use of it. It ties water use to riverside land rather than a separate permit alone.
Water permits: Official authorizations specifying conditions under which a person or organization may withdraw or use water. Permits record authorized uses and can establish enforceable limits.
Municipal water supply: The systems and services that provide water to households, businesses, and public institutions. Cities require legally secured sources to meet public demand.
Reasonable use doctrine: A rule limiting water use to purposes considered reasonable in relation to other users and local conditions. It can restrain riparian use without assigning strict first-in-time priority.
Public trust doctrine: A legal principle that governments hold certain natural resources in trust for public use and protection. It can limit private claims to water and protect shared uses.
Water markets: Arrangements for transferring water-use rights between parties, often through sale, lease, or exchange. Transfers can shift water to new users while rights remain legally defined.
