Yushin Constitution

South Korea’s 1972 constitution established the Yushin system, expanding presidential authority and weakening electoral checks under Park Chung Hee.

Yushin system: South Korea’s authoritarian political system under Park Chung Hee from 1972 to 1979. The constitution supplied the institutional framework for this system.
Park Chung Hee: South Korean military officer and president who ruled from 1963 until his assassination in 1979. Park initiated the constitutional transformation to extend and strengthen his rule.
People's Revolutionary Party Incident: A 1970s South Korean prosecution of alleged dissidents, followed by executions in 1975 widely condemned as judicial murder. Emergency rule under the Yushin order enabled repression exemplified by the executions.
South Korean constitutional referendum, 1987: A referendum approving South Korea’s 1987 constitutional revision, which restored direct presidential elections. It approved a democratic constitutional alternative to the Yushin system.
National Conference for Unification: An indirectly elected South Korean body that chose the president and approved constitutional amendments under the Yushin system. It replaced direct presidential election with an electoral body controlled by the regime.
October Restoration: Park Chung Hee’s 1972 suspension of South Korea’s constitutional order and establishment of emergency rule. This self-coup preceded the constitution and created the process that produced it.
Kim Dae-jung kidnapping: The 1973 abduction of South Korean opposition politician Kim Dae-jung by agents of the Korean Central Intelligence Agency in Tokyo. The episode exposed the regime’s coercive reach beyond South Korea.
Direct election: An electoral method in which voters choose an officeholder themselves rather than through an intermediary body. The Yushin Constitution replaced direct presidential voting with indirect selection.
Emergency Measures of Park Chung Hee: Presidential decrees from 1974 to 1975 that restricted political activity and curtailed civil liberties in South Korea. The constitution enabled presidential emergency powers used to suppress dissent.
