Dawes Plan

The 1924 program restructured Germany’s First World War reparations payments and arranged foreign loans to support economic stabilization. It made payments flexible and tied them to Germany’s capacity to pay.

German reparations: Payments imposed on Germany by the Allied powers for losses caused by the First World War. The plan revised how these obligations were assessed and paid.
Treaty of Versailles: The 1919 peace treaty that formally ended the state of war between Germany and the Allied powers. Its reparations provisions created the dispute the Dawes Plan sought to manage.
Weimar Republic: The German republic established in 1918 and governed under the constitution adopted in 1919. The Dawes Plan shaped the republic’s finances and its relations with the Allied powers.

Ruhr occupation: The 1923 occupation of Germany’s Ruhr industrial region by French and Belgian forces to enforce reparations deliveries. The occupation intensified the crisis that prompted an international settlement.
Dawes Plan loans: Foreign credits, especially from the United States, that financed German recovery under the Dawes Plan. They funded stabilization while creating dependence on continued overseas lending.
Young Plan: The 1929 agreement that reset Germany’s reparations schedule and replaced the Dawes Plan. It aimed to settle reparations more durably than the Dawes Plan’s provisional arrangement.
Reichsmark: Germany’s currency from 1924 to 1948, introduced after hyperinflation destroyed the paper mark’s value. Currency stabilization helped make the plan’s scheduled payments workable.
Passive resistance in the Ruhr: The German government’s 1923 policy of supporting workers who refused to cooperate with the Ruhr occupation. Financing this resistance aggravated inflation and made a new reparations plan urgent.
