Hallstein Doctrine

A West German foreign-policy doctrine that treated diplomatic recognition of East Germany by other states as an unfriendly act, except when recognition came from the Soviet Union.

West Germany: The Federal Republic of Germany, established in 1949 as a state aligned with the Western powers. Its claim to represent Germany internationally supplied the doctrine’s political foundation.
Division of Germany: The postwar separation of Germany into distinct eastern and western states and occupation zones. The two German states created the central representational dispute behind the doctrine.
Yugoslavia: A socialist federation in southeastern Europe that existed from 1945 to 1992. West Germany broke diplomatic relations with Yugoslavia in 1957 after it recognized East Germany.

Cuba: A Caribbean island country that became a socialist state after the 1959 revolution. Its recognition of East Germany in 1963 led West Germany to sever diplomatic relations.
Two-state theory: The view that East and West Germany were separate sovereign states rather than parts of one nation. It directly contradicted the doctrine’s premise that Bonn represented Germany as a whole.
Diplomatic recognition: A state’s formal acknowledgment of another entity as a state or government. Recognition was the specific act West Germany treated as unfriendly.
Stalin Note: A 1952 Soviet proposal for a neutral, unified Germany under specified conditions. Debate over reunification and neutrality formed part of the doctrine’s early political context.
