Inert-pair effect

The tendency of heavier p-block elements to use their outer p electrons in bonding while retaining their valence s-electron pair, often favoring oxidation states two below the group maximum.

Relativistic effect: A change in physical behavior caused by effects predicted by special relativity, especially at high speeds or near massive nuclei. Relativistic contraction of heavy atoms’ s orbitals contributes to the pair’s stabilization.
Lead(II) oxide: An inorganic compound of lead and oxygen with the formula PbO, in which lead is in the +2 oxidation state. Lead’s retained 6s pair helps explain why Pb(II) compounds are common and stable.
Variable valency: The ability of an element to form compounds in more than one valence state. The inert-pair effect explains why some available valence states are favored over others.
