Late Qing reforms

Late Qing reforms were political, educational, military, and administrative changes launched by the Qing dynasty after 1901 to strengthen the state and respond to domestic and foreign pressures.

New Policies: A Qing reform program begun in 1901 that modernized education, military organization, administration, and law. This is the official name commonly given to the reform program launched after 1901.
Boxer Protocol: The 1901 settlement imposed on the Qing after the Boxer Uprising and intervention by foreign powers. Its defeat and financial penalties helped prompt the reform program announced that year.
Empress Dowager Cixi: The Qing ruler who exercised decisive authority at court for much of the late nineteenth and early twentieth centuries. Cixi authorized the post-1901 reform program after previously opposing the 1898 reform movement.
Xinhai Revolution: The 1911 revolution that ended Qing rule and established the Republic of China. Reform-era political tensions and military shifts helped set the conditions for the revolution.
Late Qing constitutional reform: Qing initiatives to prepare constitutional government, including provincial assemblies and a promised national parliament. Constitutional planning was the reforms’ most consequential attempt to redefine imperial government.
Hundred Days' Reform: A 1898 reform movement led by the Guangxu Emperor that was halted by conservative court forces. Its failure shaped the later, broader effort to reform without repeating the 1898 court crisis.
Guangxu Emperor: The Qing emperor whose 1898 reform initiative was curtailed by a court coup led by Cixi. His failed reform drive was a direct precedent for the later imperial program.
Tongmenghui: A revolutionary alliance founded in 1905 to overthrow the Qing and establish a republic. Its growth showed how reform failed to satisfy those seeking a complete political break.
New Army: Modern military forces organized and trained along Western lines during the late Qing period. The New Army embodied military modernization and later became a major political force.
Self-Strengthening Movement: A Qing effort from the 1860s to 1890s to adopt Western military technology and industry while preserving imperial rule. It was the earlier modernization campaign whose limits the post-1901 reforms sought to overcome.
