Personal Rule

Personal Rule was the period from 1629 to 1640 when Charles I governed England without summoning Parliament. It ended when he recalled Parliament to address a rebellion in Scotland and the resulting financial crisis.

Ship Money: A levy originally imposed on coastal towns to fund naval defense, later extended by Charles I to inland counties. Its nationwide collection became the Personal Rule’s most contested source of revenue.
Charles I of England: King of England, Scotland, and Ireland from 1625 until his execution in 1649. His decision to dissolve Parliament in 1629 began the Personal Rule.
Bishops' Wars: Two conflicts between Charles I and the Scottish Covenanters in 1639 and 1640 over royal authority and church governance. Their costs and military failures forced Charles to seek parliamentary funding.
Parliament of England: The legislature of the Kingdom of England, consisting of the monarch, the House of Lords, and the House of Commons. The Personal Rule was defined by Charles’s decision not to summon this institution.
John Hampden: An English landowner whose refusal to pay ship money led to a landmark 1637 court case. His challenge made resistance to Charles’s non-parliamentary taxation publicly visible.
Three Resolutions: Resolutions passed by the House of Commons in March 1629 condemning unauthorized taxation and religious innovation. Their passage amid a confrontation over tonnage and poundage preceded Charles’s dissolution of Parliament.
National Covenant: A 1638 Scottish pledge to defend Presbyterian religion and resist royal religious innovations. Its mass support made Charles’s Scottish religious policy impossible to enforce peacefully.
Tudor monarchy: The English monarchy under the Tudor dynasty from 1485 to 1603, marked by strong royal authority and periodic parliamentary cooperation. Its precedents help distinguish established royal prerogative from Charles’s prolonged avoidance of Parliament.
Star Chamber: A royal court that handled cases outside the ordinary common-law system and could impose severe penalties. Charles used it to discipline prominent critics during government without Parliament.
Petition of Right: A 1628 statute affirming limits on taxation, imprisonment, and martial law without parliamentary consent. Charles’s disputed compliance with its principles deepened distrust before 1629.
