Peruvian Congress
Peru’s unicameral national legislature, composed of elected representatives who make laws and oversee the executive branch.
Constitution of Peru: Peru’s supreme legal framework, establishing the structure and powers of government and the rights of citizens. It defines the Congress’s composition, legislative authority, and oversight powers.
Peruvian War of Independence: The conflict that ended Spanish colonial rule in Peru and established the country as an independent republic. Independence created the republic whose representative institutions the Congress would embody.
Alberto Fujimori: Peru’s president from 1990 to 2000, whose 1992 self-coup dissolved Congress and suspended constitutional institutions. His dissolution of Congress reshaped Peru’s legislative system and constitutional order.
Bicameralism: A legislative system with two separate chambers, usually with distinct membership or powers. Peru’s current Congress has one chamber, unlike the bicameral system proposed in recent reforms.
Peruvian political crisis (2017–2020): A period of intense conflict among Peru’s president, Congress, and other political institutions from 2017 to 2020. Congressional confrontations and dissolutions were central to the crisis.
Legislative process: The procedures by which a legislature considers, amends, and passes proposed laws. Congress uses these procedures to turn bills into national law.
Constitution of 1823: Peru’s first constitution as an independent republic, adopted in 1823. It established an early constitutional framework for a national legislature.
Valentín Paniagua: Peruvian politician who served as interim president from 2000 to 2001 after Alberto Fujimori’s fall. His transition government followed a period in which Congress and other institutions were weakened.
Senate of Peru: The upper chamber proposed in Peru’s constitutional reform to restore a bicameral legislature. Its proposed restoration contrasts with the unicameral arrangement established in 1993.
2019 Peruvian parliamentary election: The special election held in Peru in January 2020 to replace Congress dissolved by President Martín Vizcarra. It produced a new legislature after the 2019 dissolution.
