Petrograd Soviet

An elected council of workers’ and soldiers’ deputies formed in Petrograd during the 1917 Russian Revolution. It became a center of popular authority alongside the Provisional Government.

Order No. 1: A March 1917 Petrograd Soviet directive establishing soldiers’ committees and limiting officers’ authority in political matters. It showed the Soviet could reshape military discipline without formally governing Russia.
Russian Revolution of 1905: A mass uprising against the Russian autocracy that forced political concessions but failed to end tsarist rule. Its workers’ councils provided a precedent for the Soviet’s 1917 form.
Nikolay Chkheidze: A Menshevik politician who chaired the Petrograd Soviet during much of 1917. As chairman, he helped shape the Soviet’s early moderate leadership.
October Revolution: The Bolshevik-led seizure of power in Petrograd in October 1917, which overthrew the Provisional Government. The Soviet’s institutions and military committee helped enable the transfer of power.
Executive Committee of the Petrograd Soviet: The leadership body that managed the Petrograd Soviet’s work between its plenary meetings. It conducted negotiations and issued directives on the Soviet’s behalf.
February Revolution: The 1917 uprising that toppled Tsar Nicholas II and ended the Russian monarchy. The Petrograd Soviet formed amid the strikes and mutiny that brought down the tsar.
Irakli Tsereteli: A Georgian Menshevik politician who became a leading figure in the Petrograd Soviet in 1917. He argued for cooperation with the Provisional Government while retaining Soviet oversight.
All-Russian Congress of Soviets: A national assembly of delegates from workers’, soldiers’, and peasants’ soviets in revolutionary Russia. The Congress gave nationwide form to the council system pioneered in Petrograd.
Dual power: A condition in which rival institutions claim authority over the same state and population. The Soviet shared practical authority with the Provisional Government after the February Revolution.
Nicholas II: The last emperor of Russia, whose abdication in March 1917 ended Romanov rule. His fall created the political vacuum in which the Soviet claimed influence.
