Shugo

Shugo were provincial military governors in medieval Japan, appointed by the shogunate to exercise policing and administrative authority.

Kamakura shogunate: The military government established by Minamoto no Yoritomo in 1185 or 1192 and based at Kamakura. It appointed shugo to enforce its authority across Japan’s provinces.
Genpei War: The conflict between the Taira and Minamoto clans that ended in Minamoto victory in 1185. Minamoto no Yoritomo’s victory enabled a new system of military provincial appointments.
Shogun: A military ruler of Japan who held the title of commander-in-chief and headed a shogunate. Shugo received provincial appointments from the military government headed by a shogun.
Muromachi period: The period of Japanese history from 1336 to 1573, associated with the Ashikaga shogunate. Shugo power developed most visibly as the Ashikaga government depended on provincial governors.
Jitō: A land steward appointed to manage estates and collect dues in medieval Japan. Jitō governed estates, while shugo exercised provincial military and policing authority.
Minamoto no Yoritomo: The founder of the Kamakura shogunate and Japan’s first shogun in the conventional account. He established the shogunate’s authority to appoint provincial military governors.
Shogunate: A military government in Japan headed by a shogun. The shogunate was the political structure that appointed and supervised shugo.
Sengoku period: A period of civil war and political fragmentation in Japan, conventionally dated from the late fifteenth to late sixteenth century. The breakdown of central control let some shugo and other warlords rule independently.
Shugo-uke: A medieval arrangement in which a shugo assumed responsibility for collecting an estate’s annual dues. It shows shugo extending authority from policing into estate administration.
Jōkyū War: The 1221 conflict in which the Kamakura shogunate defeated Emperor Go-Toba and his allies. The shogunate’s victory widened its reach and strengthened its provincial appointments.
