Maute group : A Philippine militant organization led by brothers Omar and Abdullah Maute and aligned with the Islamic State. Its fighters, alongside Abu Sayyaf militants, formed the core of the force occupying Marawi.
Isnilon Hapilon : A Filipino Islamist militant who led Abu Sayyaf and became an Islamic State emir in Southeast Asia. Philippine forces moved to capture Hapilon in Marawi, triggering the militant occupation.
Rodrigo Duterte : President of the Philippines from 2016 to 2022, formerly mayor of Davao City. Duterte declared martial law across Mindanao as the siege began.
