Tibetan sovereignty debate

The political dispute over whether Tibet is independent, autonomous within China, or an integral part of China, and how its status should be determined.

Tibet under the Qing dynasty: The period from the eighteenth century to 1912 when the Qing dynasty exercised varying forms of authority over Tibet. Different interpretations of Qing authority inform claims about whether Tibet belonged to China before 1912.
14th Dalai Lama: Tenzin Gyatso, the spiritual leader of Tibetan Buddhism and former head of Tibet’s government in exile. His Middle Way Approach seeks genuine autonomy for Tibet within the People’s Republic of China.
Tibetan autonomy: The proposal that Tibet govern its internal affairs while remaining part of China. It is the Middle Way Approach’s alternative to seeking full independence.
2008 Tibetan unrest: A wave of protests and unrest that began in Lhasa in March 2008 and spread across Tibetan areas of China. The protests brought international attention to grievances over governance and Tibet’s political status.
Tibet (1912–1951): The period when Tibet’s government in Lhasa exercised de facto independence after Qing rule ended and before the People’s Republic took control. Tibet’s practical self-government during these decades is central to arguments over its historical status.
Central Tibetan Administration: The Tibetan exile administration based in Dharamshala, India, established in 1959. It represents Tibetan interests in exile while officially pursuing autonomy rather than independence.
One China principle: The position that there is one Chinese state and that Taiwan and Tibet are parts of China. It underpins the Chinese government’s rejection of Tibetan independence claims.
Tibetan diaspora: Tibetan communities living outside Tibet, many of which formed after the 1959 uprising and the Dalai Lama’s flight into exile. Diaspora organizations and communities sustain advocacy and debate over Tibet’s future.
Seventeen Point Agreement: The 1951 agreement between the Chinese government and Tibetan representatives that affirmed Chinese sovereignty while promising regional autonomy and protection of Tibetan institutions. Its terms and the circumstances of its signing remain disputed in accounts of Tibet’s incorporation.
Mao Zedong: The founding leader of the People’s Republic of China, which asserted control over Tibet in the 1950s. His government’s policies and agreements established the basis of the present dispute.
