Tribal confederation

A political alliance in which constituent tribes or other groups retain local leadership while cooperating under shared authority.

Confederalism: A system of governance in which constituent political units retain substantial sovereignty while delegating limited powers to a common authority. It describes the broader governing principle that lets allied groups act together while preserving local rule.
