Knowra European Council European Council The European Union institution composed of member states’ heads of state or government, its president, and the president of the European Commission. It sets the EU’s broad political priorities and direction but does not legislate.
European Council president : The official who chairs European Council meetings, coordinates its work, and represents the EU at their level. The president organizes summits and helps build agreement among national leaders.
European integration : The process through which European states have developed shared institutions, rules, and policies. The European Council grew as integration required regular coordination among national leaders.
Charles Michel : A Belgian politician who served as president of the European Council from 2019 to 2024. His presidency covered the pandemic response, Brexit’s final phase, and Russia’s invasion of Ukraine.
European Council meeting of 17–21 July 2020 : A special European Council meeting that agreed on the EU’s 2021–2027 budget and a recovery fund after the COVID-19 crisis. It shows leaders negotiating a major common financial response.
Council of Europe : An international organization separate from the European Union, focused on human rights, democracy, and the rule of law. Despite the similar name, it is not an EU institution and does not include the European Council.
European Council conclusions : A formal record of the European Council’s political agreements and guidance after a meeting. Conclusions communicate priorities that other EU institutions carry forward.
European summit : A meeting of European national leaders, especially the informal gatherings that preceded the European Council’s formal establishment. These summits were the political forerunners of the institution.
Herman Van Rompuy : A Belgian politician who became the first permanent president of the European Council in 2009. His appointment marked the start of the treaty-created full-time presidency.
Next Generation EU : A temporary EU recovery instrument that financed grants and loans to address the economic effects of the COVID-19 pandemic. The 2020 leaders’ agreement established the political and financial framework for this fund.
European Council and Council of the European Union : A distinction between the EU leaders’ political direction-setting institution and the ministerial body that co-legislates. Their similar names obscure their different membership, roles, and decision-making work.
