Grand Council

The Grand Council was a Qing governing body that became the emperor’s chief center for confidential policy and military decisions, especially from the eighteenth century.

Yongzheng Emperor: The Qing emperor who ruled from 1722 to 1735 and established the Grand Council as a central governing institution. He formed the council in the 1720s to handle urgent military affairs and confidential decisions.
Nian Rebellion: A major uprising in northern China that Qing forces suppressed between 1851 and 1868. Its suppression involved the council’s later role in coordinating military and provincial affairs.
Qianlong Emperor: The Qing emperor who ruled from 1735 to 1796 and presided over the dynasty’s territorial height. His reign saw the council become a routine center of confidential imperial government.
Six Ministries: The six central Qing government departments responsible for areas such as personnel, finance, rites, war, justice, and public works. They administered defined portfolios, while the council advised the emperor across departmental boundaries.
Taiping Rebellion: A massive civil war in southern and central China from 1850 to 1864, led by the Taiping Heavenly Kingdom. The rebellion exposed limits in central coordination and strengthened regional military leaders.
Memorial to the Throne: A written submission sent by an official to the emperor, often through confidential channels. Memorials gave the emperor and council a direct channel for confidential reports and replies.
Dzungar–Qing Wars: A series of conflicts between the Qing Empire and the Dzungar Khanate from the late seventeenth century to 1757. The campaigns against the Dzungars formed part of the military context in which the council rose.
Junjichu Zhangjing: A secretary serving the Qing Grand Council, responsible for handling its documents and administrative work. These clerks sustained the council’s fast correspondence while remaining subordinate to its senior members.
Zongli Yamen: A Qing foreign-affairs office established in 1861 to manage relations with foreign powers. It handled a specialized diplomatic remit rather than the council’s broad confidential policy role.
Self-Strengthening Movement: A late Qing effort to adopt Western military technology and industry while preserving imperial institutions. Its reforms required court-level coordination through institutions operating alongside the council.
